What sort of ‘management arrangements’ am I expected to set up?
Clients are not expected to take the lead in construction projects.
They are however expected to ensure that roles are clearly defined, sufficient time and resources are allocated and that procedures are in place for effective communication and co-ordination between parties.
In doing so they can expect to be given advice on safety matters, as on other issues, and to make decisions on the basis of this advice.
Clients have a duty to ensure that safety management arrangements, are effective and are maintained or adapted as necessary over the life of the project. The CDMC is the main source of advice and assistance to the cleint in ensuring that contractors do have suitable and sufficeint arrangements.
It is very important for clients to ensure that they have robust contracts with builders and contractors which place requirements on the contractors to ensure there are sufficient arrangements in place and that penalties are in place if the contractor failure to comply. Again the CDMC can help with this.
